The power is still running through parts of the city grid keeping the street lights going at night but little else works anymore. The screams surround the refugees and soldiers stranded inside on a constant basis, whipping around them like gusts of wind in a storm, and making sure they all remain as quiet as possible.

In one corner a man sits at a table with a collection of electronic equipment. He’s wearing headphones and is talking into a microphone.
